Supply-chain and local industry
This year’s OEE2024 conference programme will focus on the role the supply-chain and local industry will play in the road to commercialisation. A clear pipeline of deployments for the next five years, supported by both national and European public funding, is triggering investments from the private sector. Those deployments will draw on an existing local industry and supply-chain, for which Ocean Energy is becoming a new market opportunities and source of diversification.

Stuart Black took up this position in 2022 having previously held the role of Interim Lead Area Manager.
Originally from Inverness, Stuart is a graduate of the Universities of Edinburgh and Glasgow, where he gained a doctorate in town and regional planning.
Stuart began his career with the University of Aberdeen, before joining HIE for the first time in 1996, as head of economics. Between then and 2008, he held several posts covering different parts of the organisation’s remit. These included Local Enterprise Company Chief Executive, Director of Strengthening Communities, and Director of Global Connections.
From 2008 to 2020, he was a member of the senior team at the Highland Council, initially as Director of Planning and Development, and later as Executive Chief Officer for Transformation and Economy.

Dr Alasdair Allan MSP grew up in the Scottish Borders and now lives in the Isle of Lewis. He attended Glasgow and Aberdeen Universities, gaining a PhD in Scots Language in 1998.
Alasdair was elected MSP for the Western Isles in 2007. He became Minister for Learning, Science and Scotland’s Languages in 2011 and was then Minister for International Development and Europe from 2016 to 2018.
Prior to becoming an MSP, Alasdair was senior media relations officer for the Church of Scotland, and was named Gaelic journalist of the year in 2006. He was the National Secretary of the SNP from 2003 to 2006.
When time allows, he sings with the Back District Gaelic Choir in Lewis, with whom he has competed in the National Mod.

Matthijs Soede studied at the Delft University of Technology and has a PhD in Chemical Engineering. He began his career at the Ministry of Economic Affairs in the Netherlands, as specialist in international research cooperation.
In 2008 he joined the European Commission in DG Research and Innovation as policy officer in Industrial Technologies and moved in 2012 to Clean Energy Transitions being responsible for offshore renewables.
He is a member of the IEA Renewable Energy Working Party, and since 2023 Chair of the executive committee of the IEA Technology Collaboration Programme on Ocean Energy Systems.

The last 2 years have seen significant technological progress at the same time as unprecedented levels of public funding allocated to OE projects. This has sparked interest from private investors, power utilities and oil&gas majors. The partially funded pipeline stands at 167 MW for now, with more to come.
This session will attempt to understand the consequences of this progress: is this the start of industrialisation or are we waiting for more signals? Can those projects reach financial close? Established in 2003, the European Marine Energy Centre (EMEC) Ltd is the world’s first and leading facility for demonstrating and testing wave and tidal energy converters – technologies that generate electricity by harnessing the power of waves and tidal streams – in the sea.
This site visit will include a visit to the grid-connected Fall of Warness tidal test site and an onshore tour of EMEC’s tidal energy substation, green hydrogen R&D facilities and vanadium flow batteries
